Puerto Rico is a very modern island much like the United States, you can find taxis, a bus system, and publicos (public / shared rides, fixed cost with set routes).  More about getting around by public transportation.

By Ferry

There are public ferries transporting to the offshore islands of Vieques, Culebra, and from the San Juan Pier to Catano and Hato Rey. Private ferries can take you to the offshore islands of Caja de Muerto in Ponce (south region) and Gilligan’s in Guanica (west region).  + Puerto Rico Ferries
